How a Project Starts

From first call to breaking ground

Our intake process is built for public agencies, developers, and GCs who need clear scope, fixed fees, and a defensible schedule. Here is the standard four-stage path.

Intake & scoping

A regional PE meets with you (virtual or onsite) to define the problem, gather existing data, and identify the regulatory framework. We produce a one-page scoping memo.

Feasibility & proposal

We evaluate alternatives, develop opinion-of-probable-cost ranges, and present a fixed-fee engineering proposal with a milestone schedule and clear deliverables.

Design & permitting

30%, 60%, and 90% design reviews with your team. We handle state agency coordination, environmental review, and approval through to issued-for-construction documents.
